[Webcom] Tyler as Assistant News Editor

Dear Web Committee,

I'd like to replace Jo Walsh with Tyler Mitchell as assistant news editor.
Any objections?

Jo isn't available for the task much recently and I believe would be pleased
to be released.  Tyler has already been publishing news items which I take to
be a willingness to be formally in the role. :-)
