The way proposed by Daniel is I think the best, to create a ZOO
account in Launchpad and create the packages there. Then we submit
a pull request to UbuntuGIS in order to publish the binaries to a
wider audience. This is the way I used for pycsw too.<br>

The dependencies issue is a bit of a trouble. I had to create an
alternative package for libcgic in openSUSE, while this was
maintained in the distribution under another version. This can
break some systems trying to run both versions and is still
unresolved :(<br>
<br>
Anyway, I think this effort could start with a ZOO Launchpad
account and figure the details along the way.<br>

You can create a group account (or use a personal account) on Launchpad to
provide a repository.
There you build packages and these packages can be then easily copied to
UbuntuGIS repository for example.
I think that's better and easier than asking someone to get access to
UbuntuGIS.
I have tried some time ago to make packages for ZOO, but I failed because
of hard to solve dependencies (and I'm not so advanced in packaging). Maybe
that's easier nowadays, but I always forget how to build packages after a
while ;-)
If nobody has done yet, I will try again when building packages for
pgRouting (probably when Ubuntu 12.10 is available).
