[ZOO-PSC] New release of ZOO-Project

Dear ZOO-PSC,
I would like to start the 1.4.0 release by following the agreed Release Procedure [1] and be appointed as a Release Manager.

I am in favor to this new release. So my vote is +1.

I hope we can have the quorum soon for being able to proceed.
