[ZOO-PSC] Funding request

Hi Angelos,
We discussed proposing a budget for next year that would include this same request with additional fund requests for the following year.

Here is a summary of the simplified budget request we worked on but have not finalized yet so we can discuss it here and modify it:

- USD 3300: (2023 budget request) OSGeo Code Sprint (USD 1100) and FOSS4G-ASIA (3 PSC members attending, USD 2200)
- USD 2500: PSC Chair attending international FOSS4G and 1 Code sprint participation with UNC for specific GRASS-GIS integration work
- USD 4000: In-person PSC meeting in 2024 event (potentially 6 PSC members; the event has to be determined but with an idea in mind that cannot be communicated as of yet)

Also, we were considering having some support for hosting the website (probably updating the content) and the demonstration for better outreach, but the amount has yet to be determined.

On the other hand, I need to find out the deadline, and with the end-of-the-year celebrations, it may be complicated to fix a definitive budget shortly.

Also, looking at this issue [1], the budget may need to be reviewed to remove the request targeted to the Marketing Committee.
