[OSGeo Africa] What is Chisimba / AVIOR?

The following has been added to the OSGeo SoC wiki and I wanted to ask 
if this was serious or not?

It seems some how related to AVIOR: "Welcome to Chisimba, a rapid 
application development platform and next generation framework produced 
by the African Virtual Open Initiatives and Resources (AVOIR) project."

Regardless the SoC deadline is today at midnight; this page will need 
some content and mentors or it will be dropped.
