The Africa Infrastructure Knowledge Program has compiled an Infrastructure
Atlas for the Congo.  It seems to only be available on PDF on the website: 
http://www.infrastructureafrica.org/documents/tools/list/interactive-pdf-map
s?country=189

but maybe you can access the source data if you approach the authors?

Does anybody know where I can find reliable DRC data. I am looking mostly
for the power sector
