[OSGeo Africa] Shapefiles of TVBC states

Why would this info on the borders of the TVBC states be restricted? I have
written an email to Mr Ritter yesterday requesting the data. Have not
received a response yet, but maybe there will be a resonse during the day.

    It would appear from the DWA website that this data is restricted ie 
    not publically accessible ?
