[OSGeo Africa] Demarcation Ward Shapefiles

Hi

Has anyone had experience with the Ward shapefiles for 2006? The link
is here: http://www.demarcation.org.za/Webpage%20upload/Shapefiles/Wards%20shapefiles/Wards%202006.zip

They seem to be missing some wards from WC. Am I perhaps opening them
up incorrectly?
