[OSGeo Africa] Tshwane illegally requesting tender for ESRI software

There never is a better day to ditch ESRI than the day you write the
tender specs.
With FOSS you never need to procure software, you just download it and
spend a fraction training your people
That is why the law exists in this case.  We don't need to think too hard here.
