Hi James,
You haven't really specified what you want, but as Chris has just said, 
the SAGNC is the way to go.

If you go to gov.za and type "names council" into their search box, you 
get a whole lot of hits.

If that doesn't help, try someone at NGI, because the stuff we do for 
them, gets fed to the SAGNC as well, so they will have current contacts 
for you (I'm sure).
