[OSGeo Africa] How can I fixe the scale with QGIS?????

Hi Jean Paul

If I understand you correctly, just choose the scale you want in the 
scale selector in the status bar at the bottom of the screen and as long 
as you just pan and don't zoom, it will stay at that scale.
