[OSGeo Africa] Shapefiles for Roads and cultivated land at a provincial or local minicipality level

Good day all,
Can anyone please help direct me on how do I get shapefiles for roads and
cultivated land datasets at provincial or local municipality level, for
both urban and rural areas. I'm aware of NGI dataset, but will prefer data
collected at provincial or local municipality level.

Your assistance will be highly appreciated.
