www.openstreetmap.org is a good start if you are interested in open data that provides map and land cover information. 

There is also a number of excellent talks to be found at http://stateofthemap.us/schedule/ where a number of people have talked about open data contributions from local governments and in one of the talks an estimate was mentioned about the postiive financial affect from sharing data. I believe it was about data sharing in New York City and New York State.
