Dear Shaun

The Ministry of Mines and Energy maintains The Schwarzeck Datum "that
consists of the Bessel 1841 Spheroid tied to a point called Schwarzeck
located at 22º 45' 35".820 S and 18º 40' 34".549 E..." [source:
http://www.mme.gov.na/gsn/nam-map-system.htm]

Given that this is an Open Source Geospatial list, the above Quantum GIS
CRS nomenclature is:

+proj=tmerc +lat_0=-22 +lon_0=17 +k=1 +x_0=0 +y_0=0 +axis=wsu
+ellps=bess_nam +towgs84=616,97,-251,0,0,0,0 +to_meter=1.0000135965 +no_defs
