The StatsSA definition of rural is not helpful as anything inside the urban edge is regarded as urban. This means that a place like Brandvlei which is more than 140km from the nearest secondary school would be classified as "urban".
Also, since the finalisation of the land claims the nature of the parcel changed according to the StatsSA definition. E.g. Groenvlei is a farm between Postmasburg and Barkly West and as such would be rural. However, after the land claim, the community settled there and it is now an urban settlement.

I am assuming the claims are per land parcel. Then you could use the land parcel identifier to determine if it is on farm land or traditional land or classified as an erf, park, street, etc.
You will have to confirm with the SGs office but if I recall correctly if the 5th to 8th digits of the land parcel identifier = 0000 it is designated as farm land thus I would presume rural.
Urban areas are allocated a numeric code for townships or allotment areas depending on which province the data originated from.

Why not use the 3 Geotype categories from StatsSAs latest census: Urban / Tribal traditional / Farms. Its called passing the buck ;-)
