Seems like my post on the Africa list did not go through.



You need to apply the constant to your text file. You need to write out the
whole y coordinate (usually in the negative 3 millions). If you apply the
rules of swapping the x and y and symbol to your text values, you can
define a normal Transverse Mercator projection (with Cape datum) (ie, dont
worry about the South facing mess or the constant). Then once you have your
points in a shapefile, you can re-project that to WGS84.
