If you want authoritative data, the obvious would be to contact your peers at the relevant Zambian mapping authorities.
An alternative would be the Second Administrative Level Boundaries (SALB) data base that Steeve Ebener of WHO set up for UNGIWG, to which Zambia did contribute. However, it might be defunct as its URL is not working: http://www.unsalb.org/
You could try the email address: salb at un.org
Otherwise, try whatever contacts you have within UNGIWG. Steeve himself left WHO quite a while ago.
