There is no new group, only new and diverse channels of
comunication....its good to use different channels - some people like the
immediacy of online chat, some like the ability to digest their
convesations via email. I was only pointing to the QGIS channel by way of
example of what we would get if we would get if osgeo-africa formed a chat
room on gitter.im (and also similar to what you would get on slack since
the experience is almost the same).

And by the way forming special interest groups is not a bad thing (I'm
not sure why you used such pejorative language above) - if people want to
share experiences and dive into detail in one particular topic area it's
just a normal and healthy process of a community. osgeo-africa list is
itself an example of this - otherwise we would all be subscribed to the
parent osgeo list and not have regional chapters. And yes I believe there
is still some affiliation with GISSA - Gavin could probably answer better
exactly what that is.
