Also consider OGC GeoPackage, which Spatialite implements and which I'm
pretty sure ArcGIS supports.

With GML being the official Govt standard specified in MIOS, if the
people you need to share with are in SA Govt they should be able to use
GML or if not, they'd have to make a plan.

Or publish in Geoserver and let clients choose whatever format their
software prefers, e.g. as a live KML feed for GE or a live shapefile
feed for ArcGIS.
