We looked at it some time back.

I thought it was a wate of time. Hardly contained any data of value and seemed to be one more attempt a guessing.

I have the 2008 version from OpenAfrica (http://africaopendata.org/dataset/south-african-geographical-names-system - thanks Adi) but I imagine there have been quite a lot of changes since then. The SAGNS website has been gone for years and at the moment even the Dept. of Arts & Culture main website seems to be down.
