[OSGeo Africa] Municipal boundary demarcation

Hi Aslam,

If you download boundaries for the whole SA (not one-by-one), eg:
http://www.demarcation.org.za/index.php/downloads/boundary-data/boundary-data-main-files/local-munics/11453-local-munics/file
..you still get 2011 files.
