Good Morning,

You can also check with SANSA, they just produced a Human Settlement dataset where you can extract township layer.
Not sure if its relevant for your purpose, but it’s a very good datasets.

I suggest you use the Subplace administrative area of Census 2011. There you will get the townships/villages/subplaces. Don't think there will be a map called townships these days. It is a sensitive issue.

Also have a look at the Municipal Demarcation Board website, where you can download the latest demarcations as shapefiles as well as Maps.
