I believe the cellphone networks are very protective of their
cellphone tower data. I've heard some of their agents getting copies,
but under restrictive NDA agreements.

There are projects like http://opencellid.org and
https://location.services.mozilla.com/downloads which are trying to
crowdsource the data, but coverage is somewhat patchy and noisy.
