The link should be http://www.dwa.gov.za/Groundwater/data.aspx.

 From there you can follow the link to the National Groundwater Archive 
(NGA) for which you will have to register to get access. Unfortunately 
the information on there is very rudimentary, if any for most 
municipalities, and is also difficult to extract. This information 
resides mostly with consultants who have worked in those areas.

So you might want to contact the municipality directly and find out who 
has done work for them in terms of groundwater exploration, abstraction 
and chemistry and then contact the consultants for the info.
