I recently came across this US Census Bureau tool based on QGIS that is a great example of how FOSS GIS can support critical data processing and decision support workflows: https://www.census.gov/programs-surveys/bas/information/response-methods/gups.html 

Something for StatsSA and the Demarcation Board to mull over.
