[OSGeo Africa] Tshwane Landuse data

Hi Hugo (and anyone in Tshwane Metro) 

It is untenable that one has to have an ArcGIS licence to use Tshwane GIS services! (Although that is not actually true, QGIS can consume ArcGIS services).

Kudos to Tshwane for actually making available free services but to be compliant with the SDI Act they must be OGC compliant. Al they need to do is enable OGC services in their ArcGIS server. Then anyone can access them via WMS, WFS, etc with any client they wish.

I presented on FOSS GIS to the Gauteng GIS forum last week and made the same point about the Gauteng GIS portal, which is also restricted to ArcGIS map and feature services. 

It is bad enough that these government entities are even using ESRI software against all government policies and cost-cutting measures but at the very least they should provide standards-compliant services.
