Good day, Joy.

Take a look at the NGI's CULT_PUBLIC_EXP layers.
If filtered on the SAGD_S_DES field you should be able to identify some of
the buildings you are looking for.
Portal: http://www.cdngiportal.co.za/CDNGIPortal/  (look under the
TOPO_DATA).

You might also be able to extract some of the information you are looking
for from the OpenStreetMap data layer "gis_osm_buildings_a_free_1".
Do a search on the "name" field for all containing "municipality".
You should be able to download using the link below:
http://download.geofabrik.de/africa/south-africa.html
