The Surveyor General Free State and Northern Cape is the custodian of that data:

Email them at sgdatabfn at dalrrd.gov.za<mailto:sgdatabfn at dalrrd.gov.za> and they will send to you.

Details of all 8 Surveyors Generals are on http://csg.drdlr.gov.za/ with contact details.

For your convenience, the CSG has launched a WMS service where all the latest cadastral data is served.
