[OSGeo Africa] Request for National Zoning Data

I very much doubt that such a centralised or consolidated source exists. I
do a substantial amount of work for both DALRRD and, currently, for COGTA,
and I’ve never encountered anything of the sort.

In my view, there are several reasons for this:

   1.

   *Zoning data is highly dynamic*, changing frequently as development
   applications are processed and planning decisions made. Responsibility for
   maintaining this data lies with individual local municipalities, which
   means that—at this stage—one would have to contact each municipality
   directly to access it.
   2.

   *Many local municipalities face significant resource constraints.*
   Budget limitations and institutional challenges often hinder their ability
   to establish or sustain functional GIS units, which are critical for
   managing spatial data.
   3.

   *In some municipalities, zoning and planning schemes still exist in
   non-digital formats,* making it even more difficult to access or share
   the information consistently.

That said, most of the large metropolitan municipalities do make their
zoning data publicly available via web-based platforms. However, these
metros are currently the exception rather than the norm in terms of GIS
capability and open data access.
