develop a module of the Gauteng Provincial Government GIS. Their system is

gov GIS forum consists of Provincial Directorate GIS departments as well as
Metro and municipal GIS departments from across the province. They currently
use no FOSS GIS anything, but the government FOSS policy will ensure that this
situation changes. A big need seems to be for guidance on change management
