SAC is moving the mail server to a new machine.

As per ticket #3395 Containerize osgeo6 on osgeo9 
<https://trac.osgeo.org/osgeo/ticket/3395>

Expected downtime: 1 hour.

The movement is planned for *Sept 20 at 4AM UTC

The current total mails on the queue are: 198
It fluctuates between 190 and 220
