Have a look at the Australian Spatial Data Directory that hold 20+ thousand metadata records (I don't have the URL...sorry).

We are in the process of migrating to GeoNetwork shortly and will work on improving the interface which is poor. We are also developing open source tools to easily capture metadata complying with the ISO19115 standard. We are also looking at harvesting tools.

My suggestion is don't build something else but help improve what is already there. I am happy to talk further if there is interest.

I think if would be good if people knows where the data are kept i.e.
download links for geo spatial data in Victoria would start posting
the URL.

Six months ago, I was asking some folks working in the State of
Victoria and City of Melbourne about shapefile for the City of
Melbourne I did not get anything. I was just pass around from people
to people.
