I think most GA data is already under cc-by, however BOM hasn't
shifted most stuff to cc-by yet. Staff at the BOM were pretty prompt
and helpful when someone asked them about position of weather
monitoring location data, so if something isn't already licensed
under cc, it would pay to ask.
