[Aust-NZ] osgeo updates chapter stuff

So our conversation of last month did turn up a couple of interesting facts … we don't actually have to do any of the stuff with a bank account etc; we should have an IRC meeting with minuets or something.  

There is also an OSGeo annual report going out; in which we can take part.

So how about we kill two birds with one stone; we can create a wiki status report page; and have an IRC meeting about it?
