[Aust-NZ] Offline GIS with iOs/Android

Most of the iOS options are based around the Route-Me iOS map library. In
particular the Alpstein fork is used as the starting point for things like
the https://github.com/mapbox/mapbox-ios-sdk
I am not aware of any clear leaders in the Android space at this time.
