[Belgium] Official expression of interest forming a Belgian Chapter - DRAFT

Hi everyone,

Some comments on the local chapter draft/request:

- please make sure all of this information (mission objectives, initial 
members, who is the Chair of the chapter, activities,...) are recorded 
on your local chapter wiki page (http://wiki.osgeo.org/wiki/Belgium) 
(the OSGeo Board will need to see all of these details on the wiki, 
before approval)
- also, I don't believe that the request/email made it to the Board list 
(see archives at 
http://lists.osgeo.org/pipermail/board/2015-June/thread.html); please 
send the email request direct to the OSGeo Board list (do not CC other 
lists or people, as that causes issues with MailMan etc.)
