[Belgium] Official expression of interest forming a Belgian Chapter - FINAL

Hi Dirk, all,

Actually, the motion must be formalized through an e-mail vote as well 
as the IRC meeting (it is part of our bylaws unfortunately), so, 
starting today the Board votes on the motions from that meeting.  (it is 
just a formality).  Sorry for that.  Likely this is just a 2 business 
day delay.
