[Belgium] suggestion for upcoming activity

I think this is a great idea.
We discussed today the next possible events of OSGeo.be and one of the
idea's (Marc) is to organise some tech network events (probably evolving
to a code sprint). This could be a nice topic to dicuss the technical
architecture.
