[Belgium] creation of asbl/vzw

Hello Moritz,
Welcome back!

It looks like there is support to create a European Local Chapter.
I prepared already a wiki http://wiki.osgeo.org/wiki/Europe to ask the
osgeo board for the formation of a European Local Chapter.

I will launch a question to discuss / local Chapters in Europe, who is
interested to become a founding member.
We are already with 3, but please feel free to put your names on the
list as well.
I think it is interesting to have founding members from all over Europe,
but a Belgium footprint is important.

I am also preparing a meeting with the European commission to involve
them also in the European Local Chapter.

We have some sponsor money to pay for the initial costs to create an
asbl, so I think we can prepare everything to effectively create it on
October 1st?
