[Belgium] Meeting minutes of the board meeting March 8th 2016

Hi all,

I posted the meeting minutes of the OSGeo Belgium board meeting on the
osgeo wiki. [1]

In regards of the meeting minutes, I already updated the Belgian chapter
wiki page as discussed yesterday. Johan, can you add members that are not
on the wiki page yet?

I also posted a draft agenda for the general assembly. [2]
