I think that is up to you guys to decide. I understand the
attractiveness and symbolism of the MSF office. The advantage of FOSS4G
would be to have a large crowd of OSGeo people around. It would not be
easy to get them to move elsewhere.

Another option could be something similar to the university Mapathon:
use both places, i.e. get a few OSM/Missing Maps people to FOSS4G for
one session with people there, in contact with those who are mapping at
MSF. OSGeo.be members will probably be too busy organizing the general
conference to take this onto their shoulders as well, so some
OSM/Missing Maps people would be necessary.

I think you guys should discuss this amongst yourselves, and then make a
proposal on the belgium osgeo list [1].
