[Belgium] Generate styled Map Tiles

Hi Gaël,

The usual stack used for instance on OpenStreetMap.org is Mapnik + carto +
some tools to generate the tiles (mod_tile + render_d) + a
postgreSQL/postGIS db. See
https://switch2osm.org/manually-building-a-tile-server-18-04-lts/ for
detailed instructions. So the style is specifically generated by "carto",
which consumes cartoCSS stylesheets into Mapnik XML style file.

There are some solutions based on QGIS as well, for instance for OSM data:

But what is the base data? The style files are obviously depending on the
data.
