[Belgium] New logo

[Mathieu Carette]

All issues are fixed (no font used in the final svg, just paths). Any more
comments? For information, I added a comparison page
<https://github.com/OSGeo-be/branding/blob/master/logo/comparison.md> with
other local chapter logos.
