[Benchmarking] Wiki "layers" section updated

Yingqi,

I am still waiting on a response from the maintainer to move the file; 
but you can connect to the benchmarkingA server yourself through SFTP (I 
use Filezilla as an FTP client) and copy the 
/opt/data/GNIS-2009/GNIS-2009.zip file locally (it's small so it should 
only take 10 minutes to transfer).
