[Benchmarking] How to load spain shapefiles in postgis

Hi,
does anyone remember the command to load the last benchmarking effort
shapefiles
in postgis?

I remember there were issues with the string encoding in the dbf, but I
can't seem to find
the right combination of db charset/shp2pgsql settings to have the import
work
successfully. Does anybody remember it?
