[OSGeo-Board] OSGeo China Launch

I'm ready and willing (requisite gravitas quotient notwithstanding).

Venka seems to indicate we need to act on this quickly, so (1) does this
require a formal Board vote or something and then (2) who is the contact
in China [a Professor Chen was mentioned, but I don't have an email
address]?
