[OSGeo-Board] New Wiki Documents: Mission, FAQ, Fund Raising

In general, we need to have a discussion about the benefits of being:
a) a sponsor
b) a member
c) a hosted project
and how these are wrapped with funding goals.
In terms of sponsors, another way of putting this need is to be able to answer this question: "What makes the foundation an attractive one for potential sponsors?" An identical question could be asked for each of a), b), and c).
A good subject for the next board meeting, because it drives/forces us to define a lot of things.

I made an effort to mark these as working documents, and not foundation
policy by prefixing them with the following statement with emphasis.
"This page is provisional, and the following declarations are not appoved
by the OSGeo board."
I would like to see the FAQ improved, and approved for migration to the
web site at our next meeting if at all possible. I have tried to address
The Mission and Goals might wait for a full board for approval, and I
would like us to consider putting it out for review on discuss, and
approval by voting members. Not right away of course.
The fund raising page is roughly the plan I proposed in Chicago. I'm not
sure how soon we want to start raising money. But it might not hurt to
strike a fund raising committee within the next two weeks or so. I
certainly think the sponsorship program would need to come back to the
full board for approval before proceeding.
When the sponsorship program is ready, I would like to start approaching
some of my clients and user organizations about sponsorship for GDAL and
MapServer.
