Mapbender Graduation

Folks,

Mapbender has been approved for graduation from the incubation process
today.  I have added a motion to this Friday's board agenda to approve
this graduation, and to name Uli Rothstein (Mapbender PSC Chair) as an
Officer of OSGeo responsible for Mapbender (presumably VP Mapbender).
