[OSGeo-Board] localization of OSGEO website for China

Dear Board,

Sorry, I wont be able to make it to the Board meeting today.
About the local chapter agenda item, I think that
Local chapters OSGeo web sites must be done as part of
osgeo.org. Will try to put my some of my thoughts about Local chapters
on the wiki (http://wiki.osgeo.org/index.php/Local_Chapter_Guidelines)
during the next week.
