I think it would make sense in the longer term to have it live as it's 
own project.  But as a sub project of mapguide could probably help 
initially, especially in terms of the community requirement for 
incubation.  I imagine that FDO may more easily get contributors, or at 
the very least, the two projects combined will get enough contributors, 
and it may be harder if they are split up.  But Apache seems to have 
migration paths for sub-projects to migrate to top level, which I think 
is a good model for us to follow, and would work well in this case.
